Proposed legislation could lead to websites being blocked for copyright infringement, affecting any bespoke web development.
The Digital Economy Bill has ignited fierce debate after amendments were added to it in the House of Lords.
Although ostensibly aimed at larger websites such as YouTube and Facebook, the new amendments could result in internet service providers being forced to block any website if there is deemed to be copyright infringement.
Jim Killock, executive director of the Open Rights Group, said: "Peoples rights are at stake.
"The Bill doesnt require any test of evidence before harsh punishments are imposed on people accused of copyright infringement, and it opens the door to a ratcheting up of unwarranted powers without democratic scrutiny."
It has also been suggested that the bill could damage the availability of public Wi-Fi hotspots as owners of the services would be liable for any malicious use of it, including the downloading of copyright material.
