More users may choose to access the internet through their phones as mobile broadband services perform too slowly.
This is the claim made by Chris Marling, who edits Broadband Genie.
He called mobile broadband "a great product" but admitted that consumer confidence in mobile firms has dipped.
"A more realistic approach from internet service providers would be very well received, I think," he said.
Broadband Genie recently revealed that two-thirds of consumers have been getting mobile broadband speeds slower than one megabit per second (mbps) this year.
This can be less than 15 per cent of the top speeds some major providers claim to offer.
Most mobile networks advertise speeds of up to 3.6 mbps, but the average user got a speed or 0.87 mbps.
The publication carried out a speed test and discovered that only about 0.5 per cent were faster that 3 mbps.
Broadband Genie is an independent comparison service that is free to use.
